to me this looks like a skinny retarded female micha with a longish bill. upper mandible curve at tip is strong, fat eye smudge, scap pattern. some females can have such stilty legs.

well, it can well go as pure 2cy cachinnans but, stemming from reddern - hard to know for sure if there is some HG involvement or not.
