Melanism in Blacked -headed Gulls

I came across a Melanistic Blacked-headed Gull recently. I've not come across one before so I'm thinking this is very rare. Would that be a correct assumption?

I rather suspect it's oil unfortunately...

I'm pretty sure it wasn't oiled. Those feathers were nice and fluffy.
