Juvenile LBB / Herring Gull with white wing-bars.

This striking looking bird was videod at Albert Village Lake, Leicestershire, England on 24/08/2016. See attached video-grabs.
White sub-terminal areas on the primaries and wing coverts form neat symmetrical wing-bars which are truly eye-catching! The extreme feather tips are black. Also the underside of the primaries appears unusually whitish / silvery.
I have rarely seen such a neat plumage anomaly - any comments or explanations welcome.

P.S. The specific identity is tentative as there appear to be some conflicting plumage characters - any ideas or confirmation welcomed!
