Am I the only one who gets the strong feeling that this bird is, in fact, a 'good' Thayer's Gull?
The thin bill, rather slender body shape, the colour and pattern of the juvenile scapulars, the silvery-grey underside of the primaries, and silvery-grey inner webs to outer primaries all look spot on, and I cannot see anything wrong for this species...
