Potential 1cy smith candidate, Iceland

This herring gull was photographed by Alex Máni on the 23.10.2018 in SW-Iceland. Note the bill, the dark shawl over the neck, black tail feathers and heavily barred rump, but rather obvious primary windows. Unfortunately better photos are needed to enable further identifiction.
