Fuscus - question about ring colour

Today at Wisla river was 28 resting fuscus (27 adult, 1 2cy).
One of them have black plastic. Photo quality is poor but i would like to ask
you about color ring used to mark norther populations - both f. fuscus and f. intermedis was ringed with black plastics?

Black is used for all Norwegian populations!

but risto juvaste (finland) also used black rings with code according to cr-birding.

Black rings can be found on Russian fuscus and on Norwegian fuscus and Norwegian intermedius (and marinus of course).
