Yes, but the very long wings, contrasting coverts and pretty dark primaries may be better for LBBG/ YLG.
The freshness of the plumage make me suggest a male LBBG.
The small amount of 2nd gen scaps as well. But I can not immediately exclude a YLG.

Primaries too long and dark, impression of head (dark cap). In my opinion it is not a Herring Gull. When was it taken? YLG now should show a change to 1st winter. Seems to be a LBBG.
